The St. Louis County Children’s Service Fund (CSF) is a public, tax-supported body that administrates the allocation of approximately $40 million dollars annually for a continuum of behavioral health supports and substance abuse treatment services to children, youth and families in St. Louis County. In addition, CSF supports shared infrastructure and resources to strengthen the local provider community and support a system of care approach.

Our team supported the CSF board and executive teams by providing comprehensive strategic planning and support services to redesign the mission, organizational structure, staffing, and diversified public/private funding streams of the organization. Supporting activities included the development of planning sessions with the board of directors, and the facilitation of a comprehensive stakeholder engagement process comprised of interviews, focus groups, community listening sessions, and stakeholder surveys. Information gathered through this process was synthesized and is informing the development of a board-approved, three-year strategic plan, impact framework, and corresponding strategy work plans.
